Re: Universal Living Wage

Dear President Goodwin:

Recently, our Executive Board passed a resolution in support of a Universal Living Wage, a copy of which is attached. This resolution, originating from the National Coalition for the Homeless, the National Low Income Housing Coalition, and the Center for Community Change, has been endorsed by more than 260 Local, State and National organizations and businesses. We are sending this resolution to you and the OPEIU Executive Board asking for your consideration and possible endorsement.

The Universal Living Wage Campaign is based on the very moral premise that anyone working 40 hours per week should be able to afford basic housing. The goal is to fix the Federal Minimum Wage. It devises a single national formula that is related to the local cost of housing throughout the United States.

As you are aware, Local 3 represents most of the workers who work in homeless shelters in San Francisco. Working with our members, SEIU, HERE, the San Francisco Labor Council and many community organizations, 2 years ago in San Francisco, we were able to pass the most comprehensive Living Wage ordinance in the country at that time. Affecting over 20,000 workers, wages for workers connected to City funds went from $9.00 in 2000 to $10.00 in 2001 and included health benefits and sick and vacation pay. The workers connected to this ordinance included most of the workers at the San Francisco Airport, all janitors and service providers attached to City functions, and nonprofit workers funded by the City. Many of the members of our Union saw their wages go from $7.00 to $10.00 in just 2 years.

In 2002, over 60 municipalities have passed such laws, including the broadest yet in New Orleans, where in February, voters of that City passed an ordinance raising the minimum wage by $ 1.00, covering every business in the City, not just public employees or employees of public contractors.

Local 3 strongly believes that we can end homelessness for over one million homeless minimum wage workers. This initiative continues that work.
